POSITION SUMMARY
Plan and perform a wide range of automobile, truck and general equipment repair and maintenance duties in the Borough garage. Duties involve the general repair and maintenance, major over-hauling of a variety of Borough equipment such as fire trucks, police cruisers, ambulances, regular automobiles, graders, compressors, spreaders, sweepers, service trucks, sanitation trucks, and various other construction and maintenance equipment.
Receives general supervision and direction from assigned supervisor and in the performance of routine duties. Work from schedules prepared assigned by Lead Mechanic. Use various diagrams, schematics, manufacturers manuals, flat rate books, descriptions, and discuss troubles with equipment operators.
ESSENTIAL FUNCTIONS OF JOB MECHANIC B

? Drives shop truck for the pick-up and delivery of parts and repairs;
? Record keeping of mechanics' time and parts used in repair of vehicles;
? Performs general clean-up in Borough Garage complex and" maintains orderliness at all times such as
sweeping floors, cleaning up oil spills, return tools, hoses and cables to their proper storage area;
? Answers telephone and two-way radio and records messages;
? Keep work benches cleaned and cleared. Keep stock inventory neat and orderly, washes windows,
empties crankcase oil and other oils from shop containers into bulk storage tank;
? Responsible for cleanliness of shop truck;
? Picks up and delivers Borough vehicles for repairs;
? Operates forklift;
? Receives parts and supplies placing them in proper storage area;
? Marks prices on parts as received and/or records price information;
? Routine changing/repair of tires as directed by supervisor;
? Steam cleans vehicles, motors, parts etc.;
? Assists mechanics in body repairs, such as sanding of body parts;
? Cleans up vehicles, wash windows, checks oil, adds washer solvent.
? Assists in various studies and/or surveys as determined essential to Borough Operations;
? Responsible for the oil change and lubrication of cars and trucks up to and including 75,000 GVW,
checking fluid levels such as anti-freeze, hydraulic oil, motor oil, gear boxes, differentials, transmissions,
changing or adding fluids as necessary;
? Perform welding on equipment and special miscellaneous jobs for other departments;
? Use cutting torch to cut metal for necessary repairs;
? Perform spray painting;
? Make service calls to jump start vehicles;
? Shuttles all types of equipment, including loader, backhoes, sweeper, fire apparatus for repairs;
? Replaces windshield wiper arms and blades;
? Replaces headlight and signal bulbs in vehicles;
? Removes wheels from vehicles and after repairs re-installs wheels and properly aligns them on axles;
? Operates air and electric impact wrenches, drill press, grinders, metal saws and hydraulic press and
rams;
? Performs limited range of automobile, truck and general equipment repair and maintenance duties;
? Repair alternators, generators, starters, brake systems, carburetors, fuel injection systems, fuel pumps,
timing, electronic ignitions & various electrical problems;
? Perform various preventative maintenance duties such as tune-ups, cleaning spark plugs, etc.;
? Make necessary repairs and adjustments to ensure ability to pass on State Inspection.

? Repair or replace parts such as gears, seals, pinions, rings, and shafts;
? Re-bore or grind parts as necessary and assemble;
? Test unit and make necessary adjustments;
? Steam clean parts and units, perform minor body sheet metal and alignment, painting or related duties;
? Align and balance wheels, replace brake lining or adjust brakes;
? Rebuild or build special purpose trucks, parts and equipment;
? Perform preventative maintenance such as greasing and oiling;
? Detect and report any unusual conditions to proper supervision;
? Record keeping of mechanics' time and parts used in repair of vehicles;

? Ability to safely operate a variety of special purpose tools, regular mechanics tools, hoists, blocks, lifts,
and portable power tools;
? Must have basic to extensive knowledge of a variety of automotive and equipment mechanics, use of
test equipment, including diagnostic scanners and code readers, and various types of special purpose
tools to perform minor and major mechanical operations;
? Ability to read and work from diagrams, schematics, descriptions, and manufacturers manuals;
? Good knowledge of safe work practices and safety regulations and the ability to comply with them;
? Must be available for call-out during emergencies, stand-by duty, overtime, and to work various, possibly
unusual shifts including weekends, evenings, and holidays when needed/assigned;
? Must be available to work in all Public Works Departments upon request;
? Requires use of judgment to operate all assigned tools and equipment in accordance with the
recognized practice; use of proper procedures;
QUALIFICATIONS
Education
? High school diploma or equivalent.
Required
? Commercial Drivers License (CDL) Class B with Airbrake endorsement.
? Current Pennsylvania State Inspection License and/or Diploma from an accredited Technical Institution.
Experience:
? Minimum one (1) year experience in similar capacity.
Or any equivalent combination of experience and training which provides the required knowledge, skills and
abilities.
These are the qualifications for the position of a Mechanic B. If a candidate exceeds these requirements to the
level of a higher classification, then the department head may hire them in at a grade and pay commensurate
with their level of experience and training.
Mechanic A must meet the qualifications of a Mechanic B and the following:

? A minimum four (4) years experience in similar capacity.
? Current Pennsylvania Class 7 State Inspection License and/or Diploma from an accredited Technical
Institution.
POSITION PROGRESSION
In order to progress from Mechanic B to Mechanic A, the employee must meet the essential functions of the job, as noted above, independently without supervision.
WORK AUTHORIZATION/SECURITY CLEARANCE
Must be legally authorized to work in the United States and maintain required clearances to hold a position at
Chambersburg Borough.
ADDITIONAL ELIGIBILITY REQUIREMENTS
Incumbent must have and maintain a valid drivers license, three (3) years clean driving history, and be insurable in the intended opinion of the Boroughs motor vehicle insurance underwriter.
Must reside within forty-five (45) driving miles of the Borough of Chambersburg, Borough Hall, within one (1)
year of the hire date as of their bona fide primary residence, and continue to reside within that area while
employed.
Must maintain Commercial Drivers License (CDL), Class A with Air Brakes, and obtain Commercial
Endorsement N (tanker), O restriction permitted, prior to the end of the probationary period.
Must receive a 609 Air Condition License prior to the end of the probationary period.
Requires continuous Pennsylvania Class 7 State Inspection licensing by the Commonwealth of Pennsylvania.
Requires continuous Inspection licensing by the Commonwealth of Pennsylvania.
Must possess own mechanics tools.
Must begin Tuberculosis, Tetanus, and Hepatitis vaccination regime within ninety (90) days of date of hire.

TRAVEL REQUIRED
